            No, what VAG got caught doing was having a special setup when the car detected it was in the testing environment, and another when under normal operation.
            They got caught because another business in the US noticed and ratted them out, and then when they didn't immediately cooperate, US regulators took action against them, just like action should be taken against anyone caught committing fraud especially if they are unrepentant.
