    What does the year signify?
    If it's the year of the vehicle it seems irrelevant because who cares.
    If it's the year the tag was issued, it seems irrelevant because all that matters is that it has tags, does it matter what year they were issued?
    If it's the year the tag expires it seems like a pain in the ass (and wasteful) because you'd have to get new tags every time they expire. Here in the US cars we just use stickers to update the registration expiration date and keep the same tags on the car for the entire time you own it.
