Qualities that make a bike good on the street trend to make them bad offroad. "adventure" class bikes thus tend to be not great offroad. Either accept that or get a small dual sport or find a happy medium. Nobody can find the correct compromise for your situation other than you.

depends on what kind of "off-road" your doing.
I've done all day rides through twisty single track trails though the mountains. a DRZ400 was just right. comparitively, the 650 was too heavy, bulky, awkward

400 isn't small for highway trips lamo, that's like the minimum "do everything" displacement. A 300 sucks ass on the highway.

If you want to do actual off-road then you need a 21" front wheel. If you're just doing dirt roads then 19" is fine.
When most of the US was dirt HDs with fat 16" fronts went everywhere. WWII military bikes didn't run narrow tires either. Wider front tires do much better in sand where narrow tires plough.
I owned a DL650 for 9 years. It’s great on paved or dirt/ gravel roads. Beyond that it gets a bit dicey but if you’re careful you can make it. I’ve taken it through ATV trails in Maine including practically waddling it through a dry riverbed made up of large rocks. That’s not something I’d like to do again on such a big bike.
V-stronk is fine, just get knobbies. If you want more off road, take the Tenere 700 or Africa twin.
