3 is on the road and not at an intersection so he has right away ahead of 1 even if the yield sign wasn't there. 2 is going straight so 3 should wait for him unless he thinks he can safely make the turn before he gets to the intersection which he clearly can't in the pictured scenario. The sign by 2 might give 3 the right away but I can't think of a situation where I've ever seen a sign that would do that and were I 3 I'd be afraid to pull in front of 2 trusting that he's going to stop.
