your best source of intake pressure is your pistons and your best recovery of exhaust is to run at a fixed rpm where your exhaust shockwave adds to your compression. Everything else is just trying to extend the envelope of good performance.
Majority of cars do, but the point is to reduce recycled exhaust's temperature. And as a bonus allow the engine to heat up faster and give the cabin heat faster

It exists in formula 1 but the announced death of the ICE cooled any desire to spend billions on adapting the technology to road cars.
